EI is responsible for the project’s MIS/GIS/IT component, with 12 long-term staff and additional consultants.  This project continues EI’s support for the MIS systems that tracks project activities based upon the project’s workplan. It has a heavy emphasis on direct support to USAID offices in the collection and analysis of spatial data, including satellite imagery readouts, to support new project developments in energy, water management and transportation.  Programming for the Interagency Stability Index continues with regular updates to this online interactive Cloud-based dashboard that allows query and display of data in a unified system for the Federally Administered Tribal Areas and selected Districts in KPK province. The MIS/GIS capacity supports both the evaluation and monitoring teams and USAID with GIS products including interactive mapping tool for planning and decision-making. EI staff designed, implemented and provides support to the project’s computer network and help desk.

 

FORAS/Iraq Opportunities

Location: Iraq

EI’s responsibilities included an assessment of the employment matching opportunities in five placement areas, the Chief Information Officer, software engineers and web-designers, all supported by short-term information collection, mobile systems development and system analysis consultants.  FORAS had a Dashboard display of MIS data that made available to the project and to USAID/Iraq all of the project activities (matched against objectives) updated daily, weekly and monthly. This included real-time reporting from mobile devices used by field staff through Cloud servers to the project’s Sharepoint servers and SQL databases. System integration of multiple systems running different platforms allowed unified querying, matching and reporting of relevant data. EI staff managed a Call Center that tracked employment and job seekers, and a GIS system that related job seekers, job placement, job opportunities to each of the five catchment areas of this job opportunities project.

 

Conflict Study in Pakistan

EI was commissioned to accumulate secondary source material on conflict incidents by district/agency, disaggregated by the major causes of violence: anti-state, separatist, sectarian, criminal, tribal/ethnic, socio-culture into a data base that could be analyzed with quarterly changes displayed beginning October 2012. One major interest was in examining the conflict patterns before and after the general elections held in May of 2013.  Violent incidents were converted into a standardized Conflict Index that could be entered into a GIS system, with changes compared between before and after the election period.  EI collaborated with VTT Global in data acquisition and analysis.

 

The Determinates of Conflict Analysis

A follow-up study to the Conflict Study previously conducted, it analyzed (as a dependent variable) an improved conflict index based upon a capture of perpetuated violence by district, over six quarters, with independent variables consisting of development indicators that included employment, education, poverty and attitudinal variations over time. The analysis showed that increased employment and education—in its many forms—reduced the likelihood of conflict.  GIS display of conflict intensity was overlain with DFID project locations to show the relationship of conflict to development funding. EI collaborated with VTT Global in data acquisition and analysis.

 

Monitoring and Evaluation Project (MEP)

Location: Pakistan

Duration: 2011-2015

 

MEP covered all projects in the Mission’s non-infrastructure portfolio.  EI was responsible for staffing the Evaluation and Survey portfolio and IT/MIS/GIS.  8 EI staff members conducted 16 performance, midterm and impact evaluations (with statistically valid beneficiary surveys).

 

In addition to the Evaluation and Survey unit, EI was responsibility for the project’s MIS/GIS/IT component, with 9 long-term staff and additional consultants.  This unit designed and developed the project MIS system, including the Workplan Management, Tracking and Reporting of activities and documentation. EI Staff developed and implemented alternative data collection technologies including proof of concept for mobile data collection by project monitors utilizing smart-phones. The IT unit also generated an online Document Library for relevant data from all USAID/Pakistan implementing partners.  EI staff provided training to USAID/Pakistan Implementing Partners on the use of open-source GIS software, unifying partners reporting.

 

Outputs included the development of a Country-Wide Gazetteer with coordinates for more than 150,000 locations and the option to query it using a phonetic search.  The IT Staff developed an interagency Stability Dashboard, an online interactive dashboard that allows query and display of different types of data in a unified system for the Federally Administered Tribal Areas and selected Districts in KPK province. The MIS/GIS capacity supports both the evaluation and monitoring teams and USAID with more than 500 GIS products including maps for planning and decision-making. EI staff designed, implemented and provided support to the project’s computer network and help desk.

 

Pakistan Agriculture and Cold Chain Development Project

Duration: 2012 – 2015

 

This program monetized $20 million in surplus soybean oil to fund a three-year horticulture development program in Baluchistan.  EI provided much of the program design including bank lending for cold storage facilities, six long-term local agricultural specialists based in Quetta that serve as the link between producers and the packing/grading/cold chain facilities, two field monitors and two headquarters monitoring staff, all of the IT/GIS/ and mobile data collection support staff, and the impact assessment for the entire project.

 

EI provided IT specialists who established communications, a networked office in Lahore, databases for the M&E reporting system, and linked satellite offices in Quetta, Balochistan.  The system included a GIS display of project activities, HTML4 hosted on Microsoft Sharepoint and complementary SQL database servers.  EI furnished the M&E Director, two field M&E specialists and three short-term international specialists to create the monitoring and reporting framework and the forms used by field staff to capture data on ongoing project activities, database specialist and information management staff.  At the project’s mid-point, mobile data collection was introduced by EI, with software programming that enabled field staff to report on user surveys, share photographs and provide GPS coordinates.  In 2014 EI provided the conceptual framework for an overall project impact assessment.

 

Livelihood Development Program

Location: Pakistan

Duration: 2008-2010

 

Under this project, EI provided agricultural sector development services with support to the agriculture and livestock Directorates of the FATA Secretariat and local farmer groups.  14 local staff and 3 international consultants in a program that included plastic tunnels for off-season production, improved wheat and maize seed and related technology introduction, orchard development, and land reclamation.  EI supported the development of 6 Farm Service Centers (FSC), a collaborative program of government and local farmer organizations in the FATA region.  Assistance included the provision of agricultural inputs, with which the FSCs built a capital base through sale and rental to farmer members.

 

EI provided the Monitoring and Reporting staff of 14, designed the framework, captured the field data in relational databases and reported weekly, monthly, and quarterly on the activities of the $150 million project working in the Tribal Agencies of Pakistan.  Reporting requirements included PMP and F indicators.  Data collected were used to construct a GIS and MIS to assist project management.

 

EI provided all IT capacity through a staff of 12 including one international specialist, established the networks, email systems, web-hosted sites and in an incipient GIS that displayed project activity data set against environmental conditions and government establishments in this section of Pakistan.

 

FATA Capacity Building Program

Location: Pakistan

Duration: 2007 – 2010

 

The project was directed at increasing the institutional and human resource capacity of the Federally Administered Tribal Areas’ Secretariat to plan and manage development projects.  EI was responsible for the information management component, working in direct collaboration with the Planning and Development Department of FATA.  EI staff designed and programmed an automated system for managing all Annual Development Plan (ADP) projects ($150 million USD annually)—from the inception of the ADP through the automated generation of design documents, capturing the monitoring reports from the beginning through completion of the activity.  The program included extensive training for FATA professional staff, deployment of systems to Agencies (with communications via new VSAT installations), and a networked computer system for the FATA Headquarters.

 

Agriculture Reconstruction and Development Program Iraq (ARDI)

Location: Iraq

Duration: 2003-2006

 

Under this project, EI staff managed a demonstration of improved rainfed wheat production; an extensive wheat seed cleaning activity following the 2005 harvest with placement and support to 169 mobile wheat seed cleaners around the country; the Team Leader for the design of a sheep production project for the southern provinces; and the team leader that prepared the major report for USAID and the Government of Iraq on a transition strategy for Iraq Agriculture.

 

EI created the framework for evaluating this $100 million agriculture rehabilitation program for Iraq.  It included detailed records that documented the results of sample beneficiary surveys of improved irrigations systems, monetization of benefits of wheat seed cleaning and monitoring the costs of installation and new parts for a $33 million tractor repair program.  EI completed the analysis and wrote the final evaluation analysis that documented an increase of more than $400 million in discounted future program benefits for the Impact chapter of the ARDI Final Report.

 

Grant for demonstrating the commercial viability of solar cold storage and ice making facilities for the marine industry in Eastern Indonesia

In this project EI undertook a crash course in the use of solar technology to power agriculture, with the specific study and project design undertaken on the island of Sumbawa, Eastern Indonesia.  EI designed a project in which solar cold storage at a fish landing site would be combined with ice production from a grid-connected plant, to create a high-value cold chain that would deliver produce to local buyers that shipped into US markets. EI is continuing to pursue solar cold storage opportunities to enhance the value of agricultural and marine industry production.

 

Agricultural Sector Portfolio Design

EI staff led the team and provided the horticulturalist and the staple crop food security expert to design four agricultural sector projects totaling more than $280 million:  Private-sector horticulture development; Staple crops food security; Agricultural Policy Reform, and Women’s Dairy (buffalo) development.

 

Agribusiness Consultancy

Location: Pakistan

Client:  Qatari Dairy Real Estate Investment Company

Duration: 2008

 

For a feasibility study of investments in livestock and dairy (buffalo-milk production) projects in two locations in Punjab, Pakistan, EI provided the full team of international and local experts in agricultural development, livestock and dairy production, and agricultural sector economic analysis.

 

Economic Growth Portfolio Design

Location: Pakistan

Client: USAID

Duration: 2008

 

EI staff led the team that designed four economic growth projects for USAID Pakistan.  All four were approved and funded.  There were FIRMS (enterprise development), JOBS (employment), Entrepreneurs (women’s handicraft) and Trade (cross border facilitation between Pakistan and Afghanistan).

 

Study of the Comparative Advantage of the Food Processing Sector

EI undertook a comprehensive study of the food value chain in Pakistan.  The work involved benchmarking the performance of Pakistani food processing companies in all subsectors, compared to global companies in the same business.

 

Action Plan for the Redevelopment of Karachi Fish Harbor

Location: Pakistan

Client: USAID

Duration: 2007

 

EI reviewed the entire fisheries industry of Pakistan where competitiveness is impaired by the poor state of Karachi Fish Harbor, the exit point for more than $160 million of exports.

 

Furthering Reforms in the Grains Sector

EI provided the services of the Team Leader/ Business Planning Specialist and the administrative and supporting staff for this TA supporting implementation of the project EI designed in 2001.

 

Smallholder Development Project

Location: Laos.

Client: Asian Development Bank

Duration: 2001-2002

EI provided the full team to design a project to promote smallholder agriculture and small-scale agribusiness.  The loan was approved and implemented.

 

Grains Productivity Improvement Project

Location: Uzbekistan

Duration: 2000-2001

 

EI provided the full team to design a $40 million project to increase both the yields and the technical and economic efficiency of Uzbekistan’s wheat subsector.

 

Design of Tsunami Rehabilitation Programs

Location: Indonesia

Client: Catholic Relief Services

Duration: 2006

 

Following the Asian tsunami, EI staff worked with Catholic Relief Services in Aceh to design interventions for their $125 million program.  The team prepared the Aceh Community-based Recovery and Development (ACCORD) Program for the tsunami-devastated areas, and the Rebuilding Enterprises, Rebuilding Lives component.
